Mandatory for commercial building classes 2–9 under the National Construction Code (NCC), Section J assessments verify that the building envelope, glazing, and services meet required energy efficiency standards.

  • Deemed to Satisfy (DTS): A streamlined compliance check against specific provisions, including mandatory glazing and lighting calculations.
  • Verification Method (JV3): Advanced thermal modeling that often unlocks greater design flexibility and significant construction cost savings.

WSUD Reports

DTS Energy Reports

A WSUD Report calculates a development's capacity to effectively treat and manage stormwater runoff from new impervious surfaces. This assessment ensures that rainwater collection and treatment systems are optimized to meet environmental standards and local council requirements, protecting the broader urban water cycle.

The Rock Consulting FAQ

An Energy Report (or NatHERS Assessment) is a technical evaluation of your building’s thermal performance. It measures how well your home will regulate temperature based on its design, orientation, and materials.

Why you need it:

  • Compliance: It is a mandatory requirement to secure a Building Permit in Australia.
  • Efficiency: It ensures your home meets the minimum 7-star efficiency standards (NCC 2022).
  • Cost Savings: A well-optimized report identifies ways to reduce long-term heating and cooling costs, making your building more sustainable and comfortable for its occupants.

We act as the technical bridge between your design and your building permit. By providing precise NatHERS assessments and Sustainable Design Reports, we ensure your project meets all regulatory benchmarks. Our team doesn't just "run the numbers"—we analyze your plans to provide the most efficient path to compliance, coordinating directly with your architects and builders to ensure a seamless approval process.

In accordance with the NatHERS Technical Note, the following documentation is required to conduct an accurate energy assessment:

  • Site Plan: Including a clear North point and orientation.
  • Architectural Drawings: Comprehensive floor plans, elevations, and sections.
  • Construction Details: Specifications for all proposed building materials.
  • Electrical Schedule: Lighting location plans and electrical specifications.
  • Glazing Schedule: Detailed window, skylight, and door schedules including dimensions, frame types, glass specifications, and opening styles.

Our assessments are comprehensive, detailing every compliance requirement for your project. The fee provided in your initial proposal is all-inclusive; we provide unlimited support via phone and email to ensure you are satisfied with the result. We do not charge amendment fees during the design phase. Additional fees only apply if certification has already been finalized or if a significant redesign occurs.

If an initial assessment falls short of the NCC 2022 standards, our role shifts to optimization. We conduct a detailed review of your material specifications—focusing on glazing performance and insulation R-values—to bridge the gap without necessitating structural redesigns. We don't just report a failure; we engineer a solution.

If you have received an assessment from another provider that is unclear or fails to meet your project goals, we offer comprehensive peer reviews. We can evaluate your current report, identify potential optimizations, and schedule a consultation to discuss alternative pathways to compliance. Our goal is to provide the technical clarity needed to move your project forward with confidence.

An SDA report is a mandatory requirement for many local councils during the planning permit stage. These reports demonstrate that your development meets specific sustainability benchmarks, focusing on energy efficiency, water management, and indoor environment quality. Our assessments ensure your project aligns with your council’s specific Sustainable Design Assessment in the Planning Process (SDAPP) requirements, facilitating a smoother approval path.

To initiate a Sustainable Design Assessment (SDA), we require your Town Planning drawings—specifically your floor plans, elevations, and roof plan. With these documents, we can begin the technical evaluation and collaborate directly with your architect or draftsman to ensure your submission meets all council sustainability criteria.

We provide an expedited 2-4 business day turnaround for small-to-medium residential developments. For larger-scale commercial projects or multi-residential apartment complexes, timelines are assessed based on the project’s specific requirements. We prioritize a meticulous review process for these larger builds and will provide a clear delivery schedule upon reviewing your project documentation.

Our SDA reports provide a meticulous breakdown of compliance requirements, specifically addressing BESS (Built Environment Sustainability Scorecard) and WSUD (Water Sensitive Urban Design) targets. We provide a fixed-fee structure that includes all necessary consultations and meetings with your design team. Our goal is to streamline the planning permit process, providing unlimited technical support until your sustainability benchmarks are satisfied—with no hidden costs.

Under current NatHERS thermal modeling, solar PV and hot water systems do not influence the building's star rating. However, with the transition to NCC 2022, we now provide Whole-of-Home assessments. This allows us to integrate your solar and appliance specifications into a comprehensive energy profile, providing a total performance rating and an accurate estimate of your projected annual energy costs.
